John Kousik, Principal of PPSM, is a bilingual policing and security consultant with significant experience in executive management and organizational redesign. John's distinguished career in public safety and security includes positions as Chief of Police of the City of Windsor, Ontario and Director of Operations for the Montreal Urban Community Police Service in Quebec. Private sector experience includes responsibilities as vice president of a Toronto-based software development company. John's professional focus encompasses strategic development, organizational restructuring, quality assurance, risk assessment, emergency preparedness, incident management, command systems and dealing with the "new normal'.

Operationally John has developed, implemented and managed police responses to multiple public events with one million participants, major sporting events at the Olympic Stadium in Montreal, 1976 Montreal Olympic Security, the 1984 Papal Visit to Montreal and development and implementation of police response to public sector labour disputes.

John has successfully restructured public safety and security organizations; developed results-oriented strategic and operational business plans;
•Managed high-level projects in Canada, Barbados and Guyana.
•Trained senior police executives and oversight bodies in emerging democratic African nations.
•Developed and presented business security strategies for the emerging CARICOM Single Market Economy, which is the creation of a 17 nation free trade and common market in the Caribbean.
•Developed and presented business risk management, mitigation and security strategies for the Conference Board of Canada Conference on Human Resource Management and Risks.

John is a graduate of Concordia University with a degree in Political Science. Specialized professional development includes Alternative Dispute Resolution from the University of Windsor, Executive Development from the Canadian Police College, Airport and Disaster Management Transport Canada. John co-authored a book entitled Violence and Deviance in Montreal, has published several articles within the public safety and security industry, and lectures in various forums.
